Invite a `DEVELOPER` into the organization

/v1/developer-portal/team/invite

Owner-only. Creates a PENDING DEVELOPER user (never an OWNER) and emails
an activation link. The invitee then activates via
POST /developer-portal/auth/activate with the secure token from the link
and prompts the user to set their password.

Re-inviting an existing PENDING member refreshes their invitation.
